On holding elections of deputies of the National Assembly (Parliament) of Western Armenia
of the 3rd convocation.
Dear compatriots!
We invite you to participate in the elections of deputies of the National Assembly (Parliament) of Western Armenia of the 3rd convocation, which will be held by electronic voting on the Internet at the following address: www.elections-western-armenia.info, from August 29 to September 3, 2023.
In accordance with article 21 of the Universal Declaration of Human Rights and the United Nations Declaration “On the Rights of Indigenous Peoples” since 2013, the Republic of Western Armenia (the State of Armenia) has formed legitimate State authorities – the National Assembly (Parliament), the Government and the institution of the Presidency.
In November 2013 elections of deputies of the National Assembly (Parliament) of Western Armenia were held on the Internet for the first time in the world, which were held with universal and equal suffrage by free and secret ballot.
17,837 voters from 41 countries took part in the elections, 64 deputies of the National Assembly (Parliament) of Western Armenia were elected.
From September 1st to 5th the elections of the 2nd convocation of the National Assembly (Parliament) of Western Armenia were held, in which 51,505 voters from 47 countries of the world participated and 101 deputies were elected by a single list.
Currently, Radik Khamoyan is the President of the Republic of Western Armenia (State of Armenia), Tigran Pashabezyan is the Prime Minister, and Armen Ter-Sarkisyan is the President of the National Assembly (Parliament).
We inform you that on the website of the identity and citizenship of the Armenians of Western Armenia, at www.citizenship-western-armenia.info, you can register and apply for citizenship of the Republic of Western Armenia (State of Armenia).
Becoming a citizen of the Republic of Western Armenia (State of Armenia), you acquire the right to participate in elections and referendums, to elect and be elected, as well as to participate in the work of state structures of the Republic of Western Armenia (State of Armenia).
Your active participation in the elections of deputies of the National Assembly (Parliament) of Western Armenia and your vote are of great importance both in protecting the rights granted to the Armenian people in the international arena and in maintaining legitimacy, strengthening and developing the state structures of the Republic of Western Armenia (Armenia), which are currently entrusted with the task of protecting and implementing these rights.
The rule of law, acts and legitimacy, the protection of Armenians and the country are extremely important principles and processes, but they are insufficient unless actions are taken to implement and realize the rights given to the Armenian people. At present many people know that during the Paris Peace Conference a number of decisions were made regarding the inalienable and irrevocable rights of the Armenian people.
Let us recall that the Republic of Western Armenia (State of Armenia) has been carrying out fundamental work in this direction since 2018. Eight Statements-Appeals were sent to the UN and the Heads of the States – permanent members of the UN Security Council, an Appeal was sent to the European Parliament, a decision was made to recognize the independence of the Republic of Artsakh.
Let us list these Statements to the UN and the European Parliament:
1) Application of the Republic of Western Armenia (State of Armenia) “On the membership of the Republic of Western Armenia (State of Armenia) in the United Nations”. (May 25, 2018).
2) Statement of the Republic of Western Armenia (State of Armenia) to the UN and Heads of the States – permanent members of the UN Security Council “On the execution and implementation of the Arbitral Award of the 28th President of the United States of America Woodrow Wilson of November 22, 1920, which full name is “the Decision of the President of the United States Woodrow Wilson on the establishment of the state border between Turkey and Armenia, on access of Armenia’s borders to the sea and the demilitarization of the Turkish territories adjacent to the Armenian border, (May 29, 2018).
3) Statement of the Republic of Western Armenia (State of Armenia) to the UN and Heads of the States – permanent members of the UN Security Council “On demilitarization of Western Armenia and Cilicia, withdrawal of occupation troops of the Republic of Turkey from these territories ”, according to the Arbitral Award of the 28th President of the United States Woodrow Wilson. (November 20, 2018).
4) Statement of the Republic of Western Armenia (State of Armenia) to the UN and Heads of the States – permanent members of the UN Security Council “On the demarcation of the border between the State of Armenia and the Republic of Azerbaijan”, for the delimitation and demarcation of the border between the State of Armenia and the Republic of Azerbaijan, based on the principles and provisions of the Proposal Report of the Special Commission on Boundary Determination of Armenia of the Paris Peace Conference of February 24, 1920. (7 August 2019).
5) Statement of the Republic of Western Armenia (State of Armenia) to the European Parliament “On the errors, omissions and unacceptable wording contained in the Resolution of the European Parliament “On the political solution of the Armenian Question” of June 18, 1987, and on the need to amend and re-edit it”. (December 5, 2020).
6) Statement of the Republic of Western Armenia (State of Armenia) to the UN and Heads of the States – permanent members of the UN Security Council – Declaration “On the Sovereignty, Territorial Integrity of the Republic of Western Armenia (State of Armenia) and the State Border with the Republic of Turkey”. (May 15, 2022).
7) Statement of the Republic of Western Armenia (State of Armenia) to the UN and the Heads of States – Permanent Members of the UN Security Council “On compensation for material losses suffered by the Armenian people during the First World War”, (September 25, 2022);
8) Decision of the Republic of Western Armenia (State of Armenia) “On the recognition of the independence of the Republic of Artsakh (the Nagorno-Karabakh Republic)”, February 22, 2023.
All these processes are ongoing and, if necessary, will be transferred to the relevant international authorities, including judicial ones.

We believe that we will definitely win this difficult but fair struggle for the right of the Armenian people to live, develop and have a future.
The proper holding of elections of deputies of the National Assembly (Parliament) of Western Armenia of the 3rd convocation and your active participation in them will give a new ground/impetus in the protection of the legitimate rights of the Armenian people.

“On Holding Elections of Deputies of the National Assembly (Parliament) of Western Armenia of the 3rd convocation”
– Decision of the 4th session of the National Assembly of Western Armenia (Parliament) of the 2nd convocation of June 6, 2023
To approve:
- The proposal of the Presidium of the National Assembly (Parliament) of Western Armenia of June 7, 2023 on preparatory works for the elections of deputies of the National Assembly of Western Armenia (Parliament) of the 3rd convocation, including the date and place of the elections of deputies.
- Elections of deputies of the 3rd convocation of the National Assembly of Western Armenia (Parliament) will be held by electronic voting on the Internet, at the following address: www.elections-western-armenia.info, from 00-01 a.m. on August 29 to 24:00 p.m. on September 3, 2023 (Yerevan time).
- Nomination of candidates for deputies of the National Assembly (Parliament) of Western Armenia of the 3rd convocation and the pre-election campaign will be held from July 10 to August 28, 2023.
- The official registration of candidates for deputies of the National Assembly of Western Armenia (Parliament) of the 3rd convocation will be held from August 1 to August 28, 2023.
- Nomination of candidates for participation in the elections to the National Assembly (Parliament) of Western Armenia is carried out:
– by a citizen – by self-nomination of his candidacy,
– by compatriotic and patriotic public organizations and unions.
- A candidate for the deputy of the National Assembly (Parliament) of Western Armenia must submit to the Central Election Commission the following list of documents required for registration:
– Questionnaire of the candidate for the deputy of the National Assembly (Parliament) of Western Armenia, completed according to the established model;
– Photography;
– Identity document – passport;
– Autobiography (mention your roots, present your family history, human, material and other losses of your family suffered as a result of Genocide and deportation);
– Election program;
– A list of 100 (one hundred) citizens of the Republic of Western Armenia with confirming signatures nominating him as a candidate for the deputy of the National Assembly (Parliament) of Western Armenia.
- The candidate for the deputy of the National Assembly (Parliament) of Western Armenia sends the above documents required for registration to the official E-mail address of the Parliament:
- To publish the Questionnaire of the candidate for the deputy of the National Assembly (Parliament) of Western Armenia on the official websites of the Republic of Western Armenia: www.elections-western-armenia.info, www.parliament-wa.info, www.gov-wa.info, www.citizenship-western-armenia.info in Armenian, English, Russian, French, Turkish and Arabic.
- To participate in the elections to the National Assembly (Parliament) candidates for deputies of Western Armenia must have the citizenship of the Republic of Western Armenia (the State of Armenia) and, in accordance with the established procedure, must register on the above-mentioned official websites.
- To approve the budget submitted by the Presidium of the National Assembly (Parliament) of Western Armenia for the elections of deputies of the National Assembly (Parliament) of Western Armenia of the 3rd convocation and the 1st session of the National Assembly (Parliament) of Western Armenia of the 3rd convocation.
- To publish the list of standing committees of the National Assembly (Parliament) of Western Armenia on the official website of the National Assembly (Parliament) of Western Armenia so that the candidate has the opportunity to make a choice for his participation in one or more committees of the Parliament.
- To hold the registration of citizens of the Republic of Western Armenia (State of Armenia) who have expressed a desire to participate in the elections to the National Assembly (Parliament) of Western Armenia from July 1 until the end of the elections – September 3, 2023.
- Citizens of the Republic of Western Armenia (State of Armenia) who have expressed a desire to participate in the elections to the National Assembly (Parliament) of Western Armenia must register on the above-mentioned official websites: www.elections-western-armenia.info, www.parliament-wa.info, www.gov-wa.info, www.citizenship-western-armenia.info.
- To authorize the Central Election Commission (CEC) to organize and conduct the entire electoral process for the elections of deputies of the National Assembly (Parliament) of Western Armenia.
- The Central Election Commission (CEC) to approve and publish the results of the elections of deputies of the National Assembly (Parliament) of Western Armenia on the following official websites of the Republic of Western Armenia (State of Armenia) by September 12, 2023: www.elections-western-armenia.info, www.parliament-wa.info, www.gov-wa.info, www.citizenship-western-armenia.info.
- To hold the first session of the National Assembly (Parliament) of Western Armenia of the 3rd convocation within a month after the end of the elections.
- To publish this Decree on the official websites of the Republic of Western Armenia (State of Armenia).
- This Decree shall come into force since its publication.
